Absolutely. This is a required step for renting cars these days - get your phone out, and do a complete walk-around, as well as taking video of the interior. Make sure you record the gas level & the odometer as well.

Just don't rent from Hertz; that is, if you don't want to risk being put $400,000 in debt for no reason at all. [1]
